Docker development setup with remote debugging

Start docker with docker compose -f .\docker-compose.dev.yml up
The PORT is loaded from the .env file, the rest is ignored.

I should probably rename WAIT_FOR_CLIENT to WAIT_FOR_DEBUGGER or something like that.
