This updates the registry system for the evals registered with WorldEvals. Users will have to mention the exact commit and release tag in a benchmark.yaml file and the tasks would be generated from that.
Further, added a github action, which when triggered will check one, or all the registered benchmarks for their latest github tags. If they differ from the ones currently present, it will reconcile them and open a PR in the worldevals repo.
