… a brief govd/exod/skillChip/fleet intro
The root SKILL.md is the external-agent contract — it now names ZERO local tooling. Any
dev/local path defers to cyberware_dev/SKILL.md ('developing locally? see there'). Added a
four-line 'The pieces' intro so a first-time reader gets govd (governs, never executes),
exod (confined executor, signs), skillChip (the blessed skill/perk registry), and fleet
(nodes + discovery plane) before the loop.
