Add TinyTools

Adds TinyTools as a new Browser-Based Utilities subsection under Development Resources.

TinyTools is a set of free, single-purpose browser utilities that frontend developers reach for constantly — no signup, no server uploads, open source:

• OG image generator — social media preview images
• Favicon generator — from text or emoji
• Color palette generator — accessible, copy-ready palettes
• SEO meta tag generator — title/description/robots markup
• Domain name generator — AI-powered name ideas
• AI background remover — runs entirely in the browser (WebAssembly)

All tools run client-side, making them a great quick-reference resource for frontend developers.
