This PR adds a GitHub CODEOWNERS configuration to establish default code ownership for the repository, enabling automatic reviewer/owner assignment on pull requests.
Changes:
- Add
.github/CODEOWNERSto set a default owner for all files (*) to@rdkcentral/halif-admin-team.
