Development packages to the RDK CI Docker image to support additional build dependencies: liblog4c-dev for logging functionality, libtirpc-dev for RPC support, and jq for JSON processing.

Added jq package for JSON parsing/manipulation capabilities
Added liblog4c-dev for log4c logging library development files
Added libtirpc-dev for TI-RPC (Transport Independent RPC) development files
