[DO NOT MERGE] ci: stage KvikIO build outputs for release

Summary

• Add one matrixed companion job for KvikIO’s 16 existing Conda and wheel artifact bundles.
• Preserve the current build and publication jobs; this adds only release-candidate records.
• Keep package version selection in the built artifact, rather than duplicating release-version state in this repository.

Why

The release platform can collect an exact-SHA KvikIO build, verify it in a temporary candidate area, and later promote it with one approval. This removes manual artifact selection and does not require Artifactory for staging.

Prerequisite

Do not merge until the shared companion workflow is available on rapidsai/shared-workflows main: 9880aac. It generates a minimal artifact-identity SBOM/build-context provenance envelope only when a bundle does not already contain richer evidence.

Validation

• pre-commit run --all-files --verbose
• Verified the expanded matrix contains 16 distinct artifact bundles across conda:kvikio and wheel:kvikio.
