Moves: Boost 1.90.0 -> 1.91.0, OpenSSL 3.5.5 -> 3.5.7, LibXml2 -> 2.15.3, Xerces-C -> 3.3.0, UASDK 2.0.2-675 -> 2.0.3-681, VS2026 build tools, CodeSynthesis XSD 4.2.0 installed as xsdcxx.exe (OPCUA-3456).
Note for reconciliation: this overwrites the Mar-30 'libxsd from system only' direction; the GitLab tree reinstates Install-LibXsd.ps1. To be settled at the quasar/BE-ICS Windows sync.
