This PR merges the upstream signifypy changes (which were synced in provenant-dev/main branch from WoT/main branch) into pr-main. Should be the same as WebOfTrust@2e9772c with the exception that I updated the lock file so that keri 1.2.13 is pulled into the dependencies rather than 1.2.12.
