Update wisp to v0.5.3 (stable spider upstream connections)

Bumps the packaged wisp to v0.5.3.

• Dockerfile: WISP_VERSION v0.5.2 → v0.5.3, WISP_COMMIT 1a8ea8c... (commit-guarded). Still ReleaseSafe.
• startos/versions/current.ts: 0.5.3:0 with release notes.

What v0.5.3 brings

Spider keeps its connections to upstream relays open and streaming instead of repeatedly reconnecting, so the feed stays current with far less churn (the TLS read path no longer starves buffered data behind a spurious WouldBlock). Carries forward all prior fixes plus the diagnosable ReleaseSafe build.
