Upstream PR feat: add script and instructions to azure wif setup adds a backend endpoint (
GetAzureWifSetupCommand) and dashboard flow that walks users through configuring an Azure App Registration with a federated identity credential trusting Porter's OIDC issuer, eliminating the need for a rotating client secret. The feature is gated by theazure_wif_enabledproject flag.
