This fixes the NO BROKER / incorrect cluster information issue that we see very frequently on orion-memq. The mitigation today is to restart orion-memq whenever that happens. This PR addresses the root cause, which is mainly due to the incorrect re-construction of ZK connection string and cluster metadata state upon transient connection drops / reconnections to the ZK cluster.
