Bumps io.pilot.orthogonal to v0.1.1.

A user flagged that orthogonal.balance exposed the entire shared account balance. Fixed broker-side (pilot-protocol/app-template#72, merged + deployed): the broker now answers orthogonal.balance from its own per-user ledger (never forwarding upstream) and blocks the account-wide credit endpoints. The app drops orthogonal.check/.transactions/.usage (now 403) and clarifies orthogonal.balance as the per-user budget.

  • 4 signed platform bundles uploaded to R2 (pilot-artifacts-prod/bundles/io.pilot.orthogonal/0.1.1/).
  • catalogue.json entry → 0.1.1 (new bundle URLs/shas, refreshed metadata.json + sha), re-signed.
  • Verified: installs from this signed catalogue (R2), sha + signature OK; live-tested per-user balance ($5, not the account), 402 on depletion, per-IP cap.

Superseded by #360, which bundles this change with the other three open catalogue PRs so the shared catalogue.json/catalogue.json.sig is signed and reviewed once instead of each merge invalidating the others. This PR's entry and files were taken verbatim into #360. Closing; not deleting the branch in case we need to reopen.
