Spiegelt die Zusammenführung der doppelten pcntl-QoS-Dateien aus dem EN-Quellbaum.
Die Dateien mit Unterstrich (pcntl_getqos_class.xml, pcntl_setqos_class.xml) wurden entfernt und ihr Inhalt in die Dateien mit Bindestrich (pcntl-getqos-class.xml, pcntl-setqos-class.xml) überführt. EN-Revision auf den neuen Commit aktualisiert.
