Loads and stores were sometimes not being committed because both functional units were completing on the same cycle, causing the result of the LS to be lost. This was resolved by stalling to avoi this structural hazard.

made some changes that include halting on ret and correctly handling mispredicts. also propagated the condition properly. might have working execution - to be verified.
