An ODID board that adds a new hwdef-bl.dat but omits the prebuilt Tools/bootloaders/ClaudeTestNoBLBin_bl.bin, so test_new_boards.py is expected to reject it. Board name kept under the 23-char ChibiOS limit. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>

Guard the job on peterbarker/ardupilot instead of ArduPilot/ardupilot so it runs on pull requests opened within this fork.
