some checks went into check_branch_conventions.py instead.

Adds a comment so this doesn't happen again
An ODID board (AP_OPENDRONEID_ENABLED) with no README.md; expected to be
accepted by Tools/scripts/test_new_boards.py via the ODID exemption.
Bootloader flashing is disabled so configure succeeds without a committed
bootloader binary for this throwaway board name.

Drop CI workflows unrelated to verifying these new boards; the
Test-for-Malformed-Commits workflow runs test_new_boards.py.

Trigger on push (so the branch's own workflow file is used), drop the
ArduPilot-only job guard, and compare against ArduPilot master instead of
the pull_request base context.  Run test_new_boards.py even if the branch
conventions step fails, so the board result is always visible.
