Version-pinned exemptions made every dependabot bump of these fail the supply-chain gate until hand-bumped. Trust the maintainers and official org trusted-publishing signatures instead (Darksonn, daniel-abramov, tarcieri, github:rust-random/*, github:RustCrypto/*), pruning the four exemptions this obsoletes.
