Tempo (Modernized)

This is the updated LARS/CARS-compatible version of the Tempo project. It consists of:

• frontend/: React + TypeScript + Vite
• backend/: Express API for Tempo
• key-server/: Handles identity and key storage

Structure based on Metamerket monorepo.
