DRAFT : Migrate to TM18-based Deregionizer

PR description:

Modify the inputs to the deregionizer to represent TM18 barrel and endcap inputs + TM6 HF inputs. Also add a pattern file wirter for the inputs to the deregionizer.

Some details:

• To handle boards with different tmux factors in the deregionizer input class, the tmux becomes parameter has become a parameter of the BoardInput struct, rather than overall deregionizer input class
• I had to modify how the link placement info is propagated back to the DeregionizerProducer to make sure all necessary info was available to produce the pattern files, and avoid rederiving the same information just to produce the pattern files.

TODO:

• Some of the checks for the pattern file writer may be unnecessary
• Understand why "dummy" links are needed when specifying puppiInputLinks for the pattern file writer

CI in correlator-common/layer2, branches/pipelines to be added.
