Add the Version 1.1 governed learning layer

What changed

• add a four-page learning path with a runnable drift tutorial, source-grounded postmortem, and deterministic-seam deep dive
• bind tutorial outcomes, historical measurements, and implementation claims to their defining evidence
• add generated repository artwork, README routing, canonical projections, and public repository metadata
• add the six-scenario Version 1.1 acceptance registry and a versioned two-family reader-trial gate

Verification

• full pytest suite passes on Python 3.14
• Version 1.1 acceptance: 6/6 scenarios pass
• mypy and ruff pass
• clean-docs audit: 13 active docs, zero findings
• clean-docs check and project --check pass
• public dogfood passes on ultra-csm, agent-governance-lab, sampleproject, and yocto-queue
