Remove obsolete CP-STEPS-START/END markers from every non-en-gb locale file across web_hosting, domains, web_cloud_databases, public_cloud_databases, compute and data_analytics. Markers now live only in guide.en-gb.md per the canonical-source rule. No reader-visible change.
