[Human] Update to OrbitDB 3 and fix the Set-DB V2 export issue

I had issues trying to spin up a custom host along side a different application that was using the latest orbit. This caused a dependency issue. During the process of dealing with this issue, forced dependency updates cascaded and broke the src/lib/authorization.jsfile due to the latest set-db.

I fixed this, there are still some breaking tests but they were breaking out of the box.

Hit the same Set export issue independently this weekend. This fix works for me. Confirmed via end-to-end test (write to OrbitDB, replicate to Voyager, read from a fresh peer after Voyager has it). Adding this in case it helps reviewers. Would be nice to see it merged so first-time users don't have to clone-from-source.
