This PR includes the
anomalous_versionandwheel_absenceheuristics insrc/macaron/malware_analyzer/README.md, as a description of them was missing. In doing so, this PR refactors that file to reflect the current state of the malware analyzer, along with some of the docstrings for those heuristics. This is a separate PR so upcoming ones like #965 and #983 can make changes to it.
