[release-0.4] CORENET-7141,CORENET-7135: Add OVS layer tools into openshift-mcp-server - #407

Adds 3 OVS tools under the ovn-kubernetes toolset, consumed from upstream ovn-kubernetes-mcp: - ovs_vsctl (actions: show, list-br, list-ports, list-ifaces) - ovs_ofctl (action: dump-flows) - ovs_appctl (actions: dpctl/dump-conntrack, ofproto/trace) Each tool execs into the ovn-controller container of the ovnkube-node pod. Add evaluation tasks for the 3 consolidated OVS tools (ovs-vsctl, ovs-ofctl, ovs-appctl) and wire the ovn-kubernetes task set into the core-eval-testing matrix across all 5 agent configurations (acp-anthropic, acp-google, builtin-anthropic, builtin-google, builtin-openai).
