Description

This PR replaces SHA-pinned references to opensearch-project/opensearch-build reusable workflows with @main branch references.

Reusable workflows from opensearch-build should track the main branch rather than being pinned to specific commit SHAs, as these are internal org workflows that are maintained upstream.

CI still failed. Here is the error:

Error: The action tj-actions/changed-files@v47.0.0 is not allowed in opensearch-project/neural-sparse-cpp because all actions must be pinned to a full-length commit SHA.

Can @Divyaasm show any existing example not using the full length commit SHA?
