This PR adjusts the Renovate configuration to reduce dependency-update PR churn by concentrating most Renovate activity at the beginning of the week.
Changes:
- Change the global “all patch versions” rule schedule from “every weekday” to “Monday”.
- Add a Monday schedule constraint to additional grouped dependency rules (e.g., weaver crates, opentelemetry crates, pipeline perf Python deps) so those PRs are also batched early-week.
