Updates content/ja/docs/zero-code/obi/configure/metrics-histograms.md to match the latest English source at
content/en/docs/zero-code/obi/configure/metrics-histograms.md. Refreshes default_lang_commit and removes the
drifted_from_default flag.

Changes applied:

• Updated RPC metric names: rpc.server.duration → rpc.server.call.duration and rpc.client.duration → rpc.client.call.duration (and corresponding Prometheus metric names)
• Added new ### TCP RTT histogram subsection with configuration for stat_tcp_rtt_histogram
