V1 circuit artifacts (V2 dev ceremony)

Development trusted-setup artifacts for the canonical V2 reputation circuit (circuits/v2/stealth_reputation.circom): Groth16 proving key and witness WASM. Hashes are pinned in artifacts/manifest.json and fetched by 'npm run fetch:circuits'. NOTE: dev ceremony only; mainnet requires an audited multi-party setup (SEC-002).
