I noticed that CallOptions was just empty and wanted to use this for a project I'm working on.
Since the specification for options in a RPC is a dictionary anyway, I thought it fine to just replace it with the dict type entirely. The main call option is kept and will use call_with_options with an empty HashMap instead of serialising the CallOption struct.
