What this PR does / why we need it:
When running on GKE Autopilot, our allowlisted workloads (odiglet daemonset) need to match the format defined in the allowlist. Changes to the daemonset can cause the install to fail on Autopilot. This adds a presubmit to check if any changes to the odiglet fail to match an existing GKE allowlist
