docs: post-v0.2.1 milestone boundary audit

Summary

Milestone-boundary documentation audit after v0.2.1 release. All docs now reflect published reality:

• README.md — Updated features list (10 detection rules, 10 scenarios, replay, HTML reports, React components, scenario evaluator). Removed "planned for v0.2.0" caveat. Updated npm badge to dynamic version badge. Updated reporter subpath table to include HTML.
• ROADMAP.md — v0.2.0 marked ✅ Complete with release details (tag v0.2.1, npm @ocpp-debugkit/toolkit@0.2.1, old packages deprecated). v0.3.0 marked "In progress".
• CURRENT_STATE.md — Active milestone changed to v0.3.0. "What's Next" updated to list v0.3.0 issues (docs: improve toolkit package README #82–release: v0.3.0 #92). Package status table shows toolkit as "published" and old packages as "deprecated". Added v0.2.1 release section to "What's Done".
