fix(vercel): update vercel scripts to build against latest Node.js release tag

Per feedback, we should use upstream node latest tagged version, not the process.version

Overview
Vercel prepare now picks the newest stable nodejs/node release tag (excluding pre-releases), writes it to .node-tag, and shallow-clones that tag instead of whatever was on default HEAD.

Build reads that tag and passes -v to generate, so published docs version matches the upstream release (e.g. v26.5.0) instead of the Node runtime on Vercel. Both scripts use set -e; the tag file is removed after the build.
