fix: add error logging to kickLocalRunner in analysis-jobs route (issue #2585)

Summary

The kickLocalRunner function in app/api/analysis-jobs/[id]/route.ts silently swallowed all fetch errors with .catch(() => {}), providing no visibility into local analysis runner trigger failures.

Fix

Replaced silent .catch(() => {}) with logger.warn to surface errors for misconfigured runner secrets, unreachable endpoints, and network failures. Also added the missing logger import.
