Refactor the feed feature into Decompose components backed by MVIKotlin stores, keep paging as a UI-owned cacheIn flow, and adjust loading and offline behavior. Includes the feed component split, refresh and initial-loading fixes, offline dev datasource gating, and the associated test updates.
