…elcome screen section from VSCE docs - Add simplify, code-review, and deep-research built-in skills documentation to docs/sdk.md Section 12 - Remove Section 1.1 '欢迎界面' from docs/vsce.md and renumber subsequent sections
The paths-ignore prevented CI from triggering on docs/markdown-only PRs, but repository ruleset requires 'check (22)' status check to pass for merge. Internal dorny/paths-filter already skips heavy steps for doc-only changes, so removing paths-ignore lets the job run and report success without unnecessary build/test overhead.
