Katagami palette synthesis is live-stuck because palette worker sessions exist but are Cedar-denied on
PaletteSystems/TasteRules. Temper PR #301 fixed OS-app reconcile so missing active policies are repaired even when the app bundle digest is unchanged. TemperPaw needs to run that Temper commit for the live Railway instance to recover through reconcile.Verification
