Add docs for conducting research and writing guides

• Reconfigure the existing "Writing and Style Guide" to explicitly be about "Writing Name Change Guides"
• Add a new "Conducting Research" doc which details how to conduct outreach and conduct an interview to learn about the name change process in a state
• Use subpath aliases instead of relative paths for importing within .mdx files
