Follow-up to #106. Replaces A.4's generic "call the desk and ask" sub-steps with the actual turnkey workflow for Today's News-Herald:

  1. Check the AZCC packet for a ready-made Notice of Publication (skip drafting if present).
  2. Otherwise prepare the notice text (entity, A.C.C. file 25076646, known place of business, statutory agent, management statement — matched to the filed Articles).
  3. Get the legals submission channel (havasunews.com Public Notices / ext. 222).
  4. Email the legals desk with the Articles + notice; request cost, run dates, affidavit.
  5. Confirm/pay; record the first run date so the third lands before 2026-08-07.
  6. Collect the affidavit; save with formation docs.
  7. Optional: file the affidavit with AZCC.

Doc-only. Addresses / draft notice text intentionally kept out of the repo.
