This pull request bumps the version of the kerb package to 0.2.1 across Cargo.toml, Cargo.lock, and README.md, and updates the CHANGELOG.md to document a fix where non-Latin driver names in iRacing are now decoded using decode_cp1252 instead of lossy UTF-8. There are no review comments, and I have no feedback to provide.
