This looks like 3.7 has been approved by MA and released. We should call it something like 3.7-rc1 for now.

We can't call something 3.7 until it has been released (and the vote doesn't close until May 26).

Since the vote was in favor of releasing 3.7, we can avoid the need to revisit this by first making the release. |
Since approved by MAP-Lang.
The 3.7 release exists on https://github.com/modelica/ModelicaSpecification/releases - it's just a matter of modifying the pre-release tag. |

For the new version, both update in document so that master is separate from 3.7 and to expose it.
