将派蒙meme优先级从5000调整到1000，使无#的meme关键词先于ChatGPT普通对话规则处理。\n\n同时把meme关键词规则统一注册为可选#，强制#开关改为执行时读取配置，避免锅巴切换后仍使用启动时缓存的规则。
对派蒙meme动态关键词进行正则转义，避免 '?' 等特殊关键词生成可匹配任意消息的规则。\n\n同时在meme执行阶段增加target与info兜底校验，未命中真实meme时返回false放行给后续插件，防止普通ChatGPT对话被meme抢占并报params_type undefined。
