Prepare v0.3.7 hotfix release

Summary

• bump package/runtime version and lockfile to 0.3.7
• move the Overview invoice focus hotfix changelog entries under 0.3.7
• refresh README, deployment docs, CI docs, and release notes for the 0.3.7 installer names
• describe this as a hotfix for the v0.3.6 internal test build

Verification

• node --check src/app.js

• confirmed package/runtime version references are 0.3.7
