This PR removes an unconditional Microsoft Graph “groups cache warm-up” from the local_o365 upgrade path to avoid triggering potentially slow, tenant-wide sync work during upgrades when related features may be disabled.
Changes:
- Removes the ungated
utils::update_groups_cache()invocation (and its dependency oncohortsync\main) from the upgrade step that createslocal_o365_groups_cache. - Replaces the removed logic with an explanatory comment noting the cache is populated via scheduled tasks (coursesync/cohortsync).
