Add MiniMax M3 provider configuration

Reason: add target provider/model to existing provider registry

Summary

• Add MiniMax-M3 as the default installer model and refresh MiniMax-M2.7 metadata.
• Preserve current MiniMax-M3 standard and priority pricing tiers in the provider catalog.
• Let global and CN users select Anthropic Messages or OpenAI Chat Completions with the official base URL for each protocol.
• Refresh existing target model entries while preserving user-defined fields and unrelated models.
