feat(sim): add batumi radio preset

Summary

• add a packaged batumi real-mesh scenario preset with sanitized local node geometry
• bundle matching Batumi/Georgia-area terrain and OpenStreetMap-derived land-cover clutter CSVs
• apply aggregate radio calibration from the preset without runtime pair-specific lookup tables
• add --preset, --list-presets, and --list-modem-presets CLI support plus calibration documentation
• add tests that the bundled nodes/terrain/clutter stay inside the Batumi/Georgia bbox and publish no source node IDs/names
