Add guided permissions setup and localization

Summary

• add mise install/fresh-install helper tasks for local app testing
• add guided permission setup flow, including save-folder and notification authorization
• fix save-folder bookmark access when opening or revealing recordings
• refresh menu bar/HUD behavior and release camera/picker resources after recording
• add English and German localization resources using system language selection

Verification

• mise run lint
• mise run test
• mise run build

Note: Xcode prints the existing CoreSimulator version warning on this machine, but macOS build and tests pass.
