Asana task: Remove permanent configuration from Screenplay

Summary of how this work is split up:

• Some Emergency Takeover Tool logic was intertwined with the Permanent Config BE, so that's pulled out separately first (d22bf73)
• Remove bulk of Permanent Config feature code (94489da)
• Add knip to catch final npm dependencies that aren't used. I added this with the intention of catching removals from Permanent Configuration, but there were a few other unused dependencies this uncovered. (fe914b6)
