在 CHANGELOG.md 新增 0.5.1 发布记录，覆盖 v0.5.0 之后已合并的三组可靠性修复：共享 proposal 在本地 draft 缺失时仍可收口、notes 迁移后 sync 不再复活旧 backfill notes、Pi hook 与共享 renderer 的上下文输出限流。补充 Pi hook 更新方式和本版本固定预算的 alpha 限制。
Why
v0.5.0 之后的三组修复已全部合入 main，适合以不改变公共 API 的补丁版本发布；发布说明需要把用户影响、升级动作和已知限制记录清楚。
