Completely reworked province names for ERE, North Africa, Italy (with the exception of Noricum), Gaul, Dacia and Pontic Steppe based on a variety of reliable sources. Added cultural localization for later cultures where relevant.
Hispania turned out to be much more problematic than I initially expected, so I decided to leave it out for now. The main problem is that I don't have a good source on Iberian placenames (I only have one for Catalan-speaking lands).
There are also a few other minor improvements: for example, I gave some ERE governors more appropriate dynasty names and added 5 star education to historical people who IMHO deserved it.
